Since its founding in 1977, Creative has earned a solid reputation among its clients and is well-regarded by competitors and partners alike.Project Summary:The goal of USAID/Honduras's proposed Improving Tertiary Violence Prevention activity (ITVP) is to reduce recidivism within targeted populations of the highest-risk juveniles. The development hypothesis for this activity is that if high-quality, tertiary violence prevention services, specialized and targeted by risk levels, are provided to identified juvenile populations at the highest risk, (, those already involved with gangs, crime or the court system), then the repeated criminal and violent offenses by these individuals will be reduced, ultimately contributing to reducing crime and violence in their communities.USAID understands that a small number of state and non-state actors currently provide a very limited array of services to these populations. However, several fundamental challenges exist which limit the sufficiency, coherence and adequacy of these services to effectively reduce recidivism. Through this new four-year activity, USAID will seek improved Human and Institutional Capacity Development (HICD) and technical proficiency of state and non-state actors seeking to provide high- quality, specific and targeted services to juvenile tertiary populations. To qualify for support, these actors must be providing (or seeking to provide) services that are explicitly linked to preventing recidivism and likely centered on the themes of rehabilitation, reintegration and the reduction of stigma.Position Summary:The Technical Director for Knowledge Management and Institutional Development will work closely with the ITVP team, state and non-state service providers, and USAID/Honduras, to synthesize and promote knowledge sharing of activities and resources through a continuous learning cycle. The Technical Director will develop strategies to identify, share, and apply knowledge and evidence-based practices to build the capacity of local organizations. The Technical Director will ensure that state and non-state service providers have the proper training and tools to provide services to tertiary risk populations. Capacity development of non-state actors may include financial training, funds management, hiring practices, and human resources management.Primary Responsibilities:Conduct needs assessments of state and non-state service providers to ensure that they receive the proper training and tools to provide services to tertiary risk populations;Assist state and non-state service providers in the adoption of evidence-based practices to improve service delivery;Coordinate with on-going USAID and other donor-funded interventions to strengthen their institutional capacity, particularly inside juvenile detention facilities;Develop a capacity building and sustainability plan that will prepare state and non-state actors to continue operating beyond USAID's involvement;Identify promising evidence-based practices and provide technical support to service providers in the implementation and adoption of these practices; Support continuous learning and create an institutional culture that quickly adapts learning into practice;Adapt results, outcomes, and evidence from USAID and others' investments in the juvenile justice sector, both in Honduras and abroad; andEnsure that the promotion of learning and information-sharing takes place in a structured manner, including learning seminars, manuals or guides detailing effective and ineffective interventions.Minimum Qualifications:A Bachelor's degree in knowledge management, strategic management, or a relevant field;Minimum of eight years of experience working on knowledge management and/or organizational capacity development;Experience with methods for knowledge dissemination and management, as well as organizational capacity building; andDemonstrated ability to fully and effectively communicate, both oral and written, in Spanish and English.Desired Skills & Qualifications:Knowledge of USAID's HICD methodology;Experience working with state and non-state stakeholders in Honduras or Latin America;Understanding of crime and violence prevention approaches and methodologies;Experience working with at-risk populations and youth in conflict with the law;Experience working with data management systems; andDemonstrated ability to process large amounts of information and present it in a concise manner.
